The morning sun over Gummat always hits the historic walls of the Town Hall Complex with a sharp, golden light, framing the bridge between old Jammu and its rapidly modernizing future. By 08:30 AM—well before the official shift commenced—I was already at my desk inside the Jammu Smart City Data Centre. When I took charge as the Senior Network Engineer and Team Lead at the JSCL Data Center inside the historic Town Hall Complex at "Gummat, Jammu", I knew I was stepping into a critical environment. The Smart City initiative demanded uncompromising network stability, flawless uptime, and absolute cyber resilience.
Here is the narrative of my journey, key interventions, and leadership contributions during my tenure at the JSCL Data Center.
Stepping out of my previous nearly nine-year tenure at the State Data Center, I entered JSCL with a clear blueprint. This wasn't merely about keeping link status LEDs green. JSCL was the central nervous system of a modernizing metropolis. Every packet traversing our core switches carried real-time urban weight: public safety feeds, adaptive traffic control systems, municipal IT infrastructure, and critical citizen-facing services.
Working at the e-Governance State Data Centre proved to be highly advantageous, as it helped me establish strong professional relationships with all client representatives, vendors, and government officials at JSCL.
^ Setting the Foundation

Every critical data center operates on precision. To set the baseline for the entire operations and maintenance team, I led by example through absolute punctuality and operational readiness. Arriving at the Town Hall Complex well before shift handover each morning, my routine began with high-level system checks: verifying leaf-spine fabric status, reviewing perimeter firewall logs, and inspecting physical infrastructure health across the data center floor. My primary objective was enforcing a rigorous Secure Development Lifecycle (SDLC) across this multi-vendor environment:
Enterprise Core & Spine-Leaf Fabric :
Managing the Cisco ACI (M4) fabric alongside Cisco ASR903 edge routers required meticulous policy enforcement. I optimized leaf fabric connectivity, structured tenant isolation, and designed hardware-enforced Application Network Profiles (ANPs). For distribution and access, Cisco Catalyst C9200 switches were hardened with strict Port Security, Dynamic ARP Inspection (DAI), and DHCP Snooping to eliminate L2 vector vulnerabilities at the access edge.
Perimeter Defense & Deep Threat Analytics :
Security at JSCL could not rely on basic port filtering. I managed the edge perimeter using dual Fortinet FortiGate-1800F firewalls in High-Availability (HA) pairs, backed by FortiAnalyzer-300G for log correlation and automated threat hunting. Frontline volumetric protection was anchored by a dedicated FortiDDoS-200F appliance, suppressing automated traffic spikes before they reached stateful firewalls.
Intrusion Prevention & Endpoint Visibility :
To safeguard internal workloads, I integrated Trend Micro TippingPoint IPS-8400 alongside the Deep Security Manager (DSM). Every flow passing between the application tier and web hosting environments was subjected to deep packet inspection, automated signature updates, and virtual patching for zero-day vulnerabilities.
By establishing strict personal and team accountability, response times dropped dramatically, and zero unhandled routine incidents were logged during my shift lead hours. because when I joined JSCL before one month, the Data Centre has suffered a major compromised cyber attack.
^ Innovations in Operations & Technical Design

A true innovator does not merely operate a system—they elevate it. Recognizing gaps in vendor documentation and provisioning procedures, I personally engineered standardized design frameworks, solution playbooks, and automated administrative templates. To elevate operational maturity, I authored four foundational framework documents:
The High-Level & Low-Level Design Document (HLD/LLD) :
"To present the High-Level and Low-Level Design (HLD/LLD) architecture, I departed from traditional static documentation by engineering an interactive, visual blueprint tailored for both executive leadership and technical teams. Instead of dense technical text, I mapped end-to-end data flows using dynamic network topologies, component dependency matrices, and clear device-level diagrams. This innovative representation instantly highlighted security boundaries, failover mechanisms, and system integrations, allowing stakeholders—from high-level decision-makers to deployment engineers—to effortlessly grasp the complete structural vision and low-level specifications at a single glance.
Hosting Formats & Change Request Documents (CRD) :
Redesigned the data center's official onboarding template for third-party application hosting. Every new municipal application was required to undergo strict validation including IP scheme mapping, bandwidth allocation, and port security compliance. Formatted entry criteria for municipal departments onboarding new applications into the Smart City infrastructure.
BOM (Bill of Materials) & Licensing Validation :
To transform standard inventory tracking into a high-value asset, I engineered a highly visual and intuitive Bill of Materials (BOM) & Licensing Validation System. Instead of relying on static spreadsheets, I designed an interactive, color-coded matrix with dynamic dashboards that mapped hardware specs, software dependencies, and license expiration timelines in real time.
By categorizing assets through smart tags and dynamic visual indicators, team members and project managers could instantly locate components, track renewal dates, and audit active licenses without tedious manual searching. This innovative design streamlined project planning, eliminated guesswork, and made inventory management effortless for the entire team.
VPN & Security Policy Playbooks :
To elevate standard VPN and security documentation into an actionable operational framework, I engineered VPN & Security Policy Playbooks using a dynamic, scenario-based model. Instead of static policy guides, I designed step-by-step visual decision trees and zone-based isolation workflows for Site-to-Site IPsec tunnels and remote-access SSL VPNs.
By integrating explicit, least-privilege access matrices, mandatory MFA triggers, and vendor-specific access pathways directly into the playbook layout, IT teams and third-party partners could instantly map security boundaries during live deployments. This innovative representation streamlined compliance enforcement, eliminated configuration guesswork, and transformed complex security governance into a clean, execution-ready blueprint.
I drafted step-by-step Solution Playbooks covering standard operating procedures: emergency SSL certificate re-keying, manual firewall failover testing, DDoS mitigation tuning, and leaf switch replacement protocols. To bridge the gap between architectural vision and daily execution, I conducted weekly technical seminars for team members and junior engineers. I stepped away from purely theoretical discussions to focus on practical, scenario-based drills: decoding Wireshark captures, identifying asymmetric routing through FortiGate HA pairs, VM cluster, Deep Security, WAP and auditing Cisco ACI contract enforcement.
^ Hands-On Execution & Daily Operations

As Senior, my position was on the execution front. Modern urban data center management requires continuous hands-on maintenance, precise policy modifications and swift isolation of transient faults. When new public-facing services were scheduled for deployment, I managed the entire pipeline:
1. Provisioning dedicated VLANs and VRF contexts.
2. Defining granular stateful firewall policies on the FortiGate 1800F pair.
3. Binding SSL/TLS certificates and auditing cryptographic suites to ensure compliance with modern encryption standards.
4. Implementing micro-segmentation within Cisco ACI to isolate web, application, and database tiers completely.
Maintaining seamless relationships with Original Equipment Manufacturers (OEMs)—including Cisco, Fortinet, Trend Micro and major distributors—was vital for fiscal precision and rapid support escalation. Network operations at JSCL frequently intersected with software development teams, database administrators and external System Integrators (SIs). When an application experienced elevated latency or handshake drops, the network was often tagged as the primary point of inspection. My approach was rooted in data-driven diagnostic precision:
1.Utilizing Trend Micro DSM and FortiAnalyzer to trace flow states at the packet level.
2. Demonstrating whether drops were occurring due to client-side TCP resets, application-level timeouts, or misconfigured MTU path negotiation.
3. Systematically resolving complex L2 loop anomalies, asymmetric routing across redundant WAN links, and certificate trust chain mismatches.
4. By maintaining complete inventory visibility, precise topology maps, and up-to-date configuration archives across every Cisco, Fortinet and Trend Micro node, my team transformed the JSCL network into a predictable, highly resilient environment.
5. Incident Escalation Efficiency: Reduced Mean-Time-To-Detect (MTTD) and Mean-Time-To-Resolve (MTTR) by standardizing log collection commands and network topology mapping for all team members.
^ Operational Legacy at JSCL

When my contract tenure at Jammu Smart City Limited concluded on July 24th, 2025, the data center infrastructure stood as a model of stability, security, and structured design. Through strict adherence to early-morning preparation, innovative documentation, and steady leadership under pressure, I fulfilled my commitment to the Jammu Smart City vision. I delivered an enterprise network environment engineered not just to support daily operations, but built to adapt seamlessly to the city's future digital requirements.
